INDECOPI has declared the S/ 1,188.50 fee unlawful that SUNEDU used to charge for the recognition of degrees obtained abroad (Resolution No. 0257-2026/SEL-INDECOPI, 5 June 2026). The administrative fee is gone — the official translation is still required.

The translation and the apostille of the Italian document are still required for the procedure — what disappears is the administrative payment to SUNEDU.
What actually changed
INDECOPI concluded that the S/ 1,188.50 fee imposed by SUNEDU was not supported under the statutory cost methodology. In December 2024 SUNEDU had tripled the charge (from S/ 325 to S/ 1,188.50).
Under Resolution No. 0257-2026/SEL-INDECOPI (5 June 2026), the disapplication order takes effect and SUNEDU must stop charging the fee. If it continues to require payment, it faces a disciplinary procedure and fines of up to 20 UIT.
INDECOPI clarified that the ruling affects only the administrative fee. It does not entail automatic recognition of the degree: you still need the apostille, the official translation and the SUNEDU procedure with a complete file.

The document

Every element on the diploma has its Italian legal-administrative terminology and its exact Spanish counterpart. That's where SUNEDU looks — and where an approximate translation gets your application sent back.
The service
SUNEDU accepts official translations produced by a sworn public translator or certified translations produced by a translator registered with the Peruvian translators' association (traductor colegiado certificado, public complementary translator). I am a member of the Colegio de Traductores del Perú (CTP 0745) and I work mainly in the Italian ⇄ Peruvian Spanish language pair.
Mandatory. Diploma di laurea (first cycle), laurea magistrale (second cycle), laurea magistrale vecchio ordinamento, master universitario, diploma di dottorato di ricerca. Official translation into Spanish using the correct terminology of the Italian university system.
Optional. Certificato di laurea con esami sostenuti: courses, credits (CFU) and marks (voto in trentesimi). Only if the application requires information not present on the diploma.
Alternative to the transcript. The Diploma Supplement, the standardised Bologna Process document with a full description of the study path.
Note: per the official SUNEDU procedure, the diploma is the only document that is always mandatory. Transcript or diploma supplement are only requested when the recognition decision needs to include information not present on the diploma.
The additional document
The Supplemento al diploma — the Bologna Process Diploma Supplement — is the standardised document some Italian universities issue alongside the degree. Eight sections: personal data, qualification, level, contents, grade, function, additional information, certification.
If SUNEDU asks for information not present on the original diploma, this is the most complete document you can submit. I translate it into Spanish with the same tables and numbered sections, keeping the official structure intact.
International validation
Under the Hague Convention of 5 October 1961, the apostille makes your Italian diploma valid in Peru without further legalisation. Ten standardised fields: country, public document, signatory capacity, seal, place, date, issuing authority, serial number, seal of the Prefettura, signature of the delegated officer.
It is the first step in the SUNEDU procedure: without the apostille your diploma is not accepted. My translation renders every apostille field with precise terminology and keeps the legal formula (Hague Convention) intact.
Process
The diploma and transcripts must be apostilled in Italy (Prefettura or Procura della Repubblica, depending on the document). This comes first: without the apostille, SUNEDU will not accept the file.
